Connecting China and Singapore’s Innovation Ecosystems

2026-09-21

As the healthcare industry continues to globalize, Singapore has increasingly become a key gateway for Chinese healthcare innovators expanding internationally. Backed by its highly international business environment, open innovation ecosystem, robust clinical and research infrastructure, and strategic connectivity to both Asian and global markets, Singapore continues to be an important hub for companies seeking to accelerate international expansion, cross-border collaboration, and global market access.

On May 13, Biosparc hosted “A Dialogue with Singapore’s Health Sciences Authority (HSA) & the Healthcare Innovation Ecosystem” in Suzhou Industrial Park. The event served as a high-level touchpoint for regulatory authorities from Singapore and Chinese industry leaders to engage in substantive exchanges regarding the future of healthcare commercialization and regulatory alignment.

Following the first closed-door session held last September at Biosparc, the engagement between HSA and regional innovation stakeholders has continued to deepen. Working alongside Biosparc and other relevant stakeholders, HSA is establishing a more consistent and robust communication mechanism with healthcare innovators in China. The initiatives ensure that regulatory pathways remain transparent and supportive of cutting-edge clinical developments.

The event brought together representatives from Singapore’s Health Sciences Authority (HSA), the Ministry of Health’s Agency for Care Effectiveness (MOH ACE), the Singapore Economic Development Board (EDB), Enterprise Singapore (EnterpriseSG), and the Consortium for Clinical Research and Innovation Singapore (CRIS), alongside Chinese biotech and medtech innovators, industry partners, and ecosystem stakeholders.

Discussions centered on how Chinese healthcare companies can leverage Singapore’s ecosystem strengths to build more efficient internationalization pathways across regulatory collaboration, clinical development, and global market expansion.

During the session, representatives from HSA and other key Singapore healthcare ecosystem organizations shared insights into Singapore’s regulatory framework, pathways for innovative healthcare products, international clinical collaboration, and strategies supporting global business expansion. Participating agencies also highlighted the interconnected nature of Singapore’s healthcare innovation ecosystem, demonstrating how regulatory, industry, research, and internationalization capabilities work in concert to support innovation and cross-border growth.

Notably, HSA shared the newly signed Memorandum of Understanding (MOU) with China’s National Medical Products Administration (NMPA), on May 11 in Beijing. Building on the 2021 agreement, the renewed MOU is to support faster access to new and innovative health products for patients and healthcare systems in both countries. It expands the scope of regulatory cooperation into new emerging areas such as cell, tissue and gene therapy products, and strengthens collaboration to explore building facilitative regulatory pathways, pilot innovative schemes, capacity building and staff exchanges

The panel discussion featured representatives from innovative biotech and medical device companies, who shared perspectives on their strategic expansion, operational experiences, and international growth journeys in Singapore. The session also facilitated in-depth dialogue with Singapore ecosystem partners on topics including regulatory navigation for global markets, clinical partnerships, and cross-border healthcare innovation, exploring how companies can more effectively leverage Singapore as a strategic platform for global growth.

An “Innovation Showcase” session was also featured during the event, where more than 10 Chinese biotech and medtech companies presented their latest innovations, clinical development progress, and internationalization strategies. Beyond the presentations, the session provided a rare opportunity for these companies to engage in direct, substantive exchanges with HSA representatives regarding practical regulatory challenges.

The event further strengthened connections between Singapore’s regulatory authorities, healthcare ecosystem stakeholders, and Chinese healthcare innovators, while also creating new opportunities for deeper collaboration.

Biosparc is a life sciences industrial park developed through a partnership between Temasek and Suzhou Industrial Park (SIP). It focuses on advancing cutting-edge innovations in drug development, medical devices, life science tools, digital healthcare solutions, and AI-driven medical technologies.

Looking ahead, Biosparc will continue to deepen collaboration with HSA and Singapore’s healthcare innovation ecosystem partners, creating more direct engagement opportunities and ecosystem support for Chinese companies across areas such as regulatory registration and market access in Singapore, clinical collaboration, and commercialization development — helping more Chinese innovations connect with global markets.
